What Is Off-Plan Property in Dubai?
Off-plan means buying a property directly from the developer before or during construction. You sign a Sales and Purchase Agreement (SPA), pay an initial amount, then follow a payment schedule tied to construction milestones or calendar dates.
When construction is complete, the property is registered in your name with the Dubai Land Department (DLD). Until that point, all payments go into a government-regulated escrow account — a legal protection put in place by RERA that ensures your money can only be used to build the project you paid for.

Developers structure payments in three common ways. The best option depends on your cash position, your plans for the property, and the project timeline.
Construction-Linked
You pay in stages as the building hits verified milestones: foundation, structure, fit-out, handover. The developer's incentive to build on time is tied directly to receiving your next payment.
Post-Handover
Part of the price is paid during construction; the balance is spread over one to three years after you receive the keys. Useful if you plan to rent immediately and want rental income to cover remaining installments.
1% Monthly
You pay 1% of the purchase price each month until a set percentage is reached, with a final payment at handover. Predictable monthly outgoings, no large lump-sum surprises.

Can an Iranian national buy off-plan property in Dubai?
Yes. Dubai allows foreigners, including Iranian nationals, to buy freehold property in designated areas. There are no citizenship or residency requirements to purchase.
Is my money protected before the building is finished?
Yes. UAE law requires developers to hold all buyer payments in a DLD-registered escrow account. Funds are released to the developer only as verified construction milestones are reached. RERA regulates this process.
Do I need a UAE visa to buy off-plan property?
